The Victorians used to have an expression to justify not helping the impoverished around them - "The deserving poor". Basically it meant that poor people were poor because they deserved it; either as an act of God or because they were lazy or incompetent. It plays directly into the current trend of blaming people for their current predicament.

They say "people are poor because they don't work hard enough" or even worse call poor people 'losers'. By putting the blame on others they can absolve themselves from calls for compassion or charity.

Its over a hundred years since that idea was first promoted and yet we are still seeing it today, dressed as positive thinking.
