You haven't mentioned billionaires Plan B to cope with all these problems. Rather than lose out on property and rental schemes the obvious answer is to reduce the population, preferably the poor and those unable to contribute the the profit margin. Covid was just a trial run to see how a pandemic would spread and how the population could be controlled to avoid full on armed insurrection.

The next plague will be much more deadly but survivable if you are wealthy enough to afford good health care. I think they will aim for a 50% reduction in population, so they can still maintain their own economic empires. Don't worry, they will happily save you as long as you are willing to sign yourself into serfdom. They will literally be the lords of all they survey.
